Project development for a thyroid diagnosis

Email: Hello Sir, below is my project requirement.
There are many Expert Systems available. These are mainly rule-based expert systems. So, i thought of an Ontology Based Expert System. It falls into Semantic Web domain. There wont be training like artificial neural networks. A few papers made me think in this direction ( Sequence No.3 [Ontology Expert System.rar]). But, there is no such existing system for Thyroid Disease Diagnosis. Im yet not sure about the input. But, i think it should be a combination of UCI data(.xls format) and symptoms taken from a thyroid doctor.So, I thought about it. Please find the attached rar file. Kindly let me know about the feasibility of this project.
